Thomas V. Willaris Senior Vice President for Ballard Development. Prior to joining Ballard in 1998, Mr. Willard, formerly a Deputy Assistant Secretary of Defense over development/acquisition of a major segment of Department of Defense programs, Mr. Willard worked under intense conditions using his proven ability to manage people, money, schedules, contracts, budgets and technology. He is a Certified Program Manager and has served as Program Director for a 20 and 30 billion-dollar program managing up to 400 people under a high level of Congressional direction.

Mr. Willard holds a Bachelor of Science from North Carolina State University and a Master of Science from Oklahoma State University in Electrical Engineering. A retired Air Force, Colonel, he is a graduate of the Defense Systems Management College and the Defense Resources Management College.

Mr. Willard resides in Destin Florida as is a Licensed Real Estate Broker for Spinnaker Realty, Inc. of Destin, Florida and an Associate Broker for Ballard Realty Company of Montgomery, Alabama. He also holds a Florida, Master Builders License and is a primary principle of "BCW Construction" along with A. Bowen Ballard and Shane Cannon.
